How do I change the "Sticky:" color?

Edit: http://www.vbulletin.com/forum/showthread.php?t=243283 Follow these steps to change the color of the "Sticky:". Note, in the last step, he says to use #FF4400. If you use this, it will give you an orange Sticky:

I dont understand why it didn't show up in forum display for me =\

I would like the STICKY threads to show up as Expanded showing 250 characters and other threads just normal.
Is it possible to do?
