I'm not sure you should release this if you do not have permission from the author, even if you paid for it.

well i have finished the install / uninstall script and the phrases and templates not im just tidying it up abit and it will be ready to release if i have permission from the author

it looks to me from his post that he doesn't have any problems with people working on it, and said he will work on it if a new one hasn't been released, so when he is feeling better then he can possibly add his input to your update (keeps fingers crossed cuz my members would love this)
