If you bought the license, you own the license, and the vB is yours, so go ahead and start your own vB site, and report the other guy for a pirate site, since he is using your license without permission. On the other hand, if you made a contract (verbal or non-verbal) with this other person to share the license, then both of you have part ownership. It depends on what agreement you had.

We never made a contract in the first place to share anything. I just was generous enough to provide vBulletin for the forum that he runs. I dont know what his ISP and he's all the way in germany so I dont think that will do much good.

If you're the license owner, report the site to Jelsoft, that will force them to buy one.

However, that doesn't mean you didn't deserve to be banned, what you did is stupid and immature, now live with it.

Oh yeah that was a mature response alright. I said I did nothing wrong at all to be banned and it was totally uncalled for. And I already reported the site, we'll see what happens now.
