but of course you can manipulate coppa to create a custom registration requirement if needed... right?

IE replacing the "have to be 13 || over" with something like " has to be 18 or over" or something more eclectic.

I was 12 when I went to my first board. Yes, I even lied about my age, but personally, I don't care. Yes, so many people would lie about their ages.
