I'd dare say it was intentional, that's my personal opinion due to:
1) Cloud cloud cloud, all I see is them promoting the cloud (why though...)
2) Due to 30,000+ vBulletin sites being hacked not too long ago via drum roll please... that's right you guessed it via the plugin system and/or help from the install exploit(or a third-party plugin granting access to utilize the overall plugin system to further exploit). If no plugin/hook system exists in vB5 then it can't be (insert expletive here) (insert dastardly male deed here) up the wazoo now can it?

That's just my thoughts on it, seems to me they cut off their nose to spite their face :p but hey what do I know - My Names Mel Gibson and this is my conspiracy theory ;). Edit: Only and I mean ONLY from some weird oddball over security conscious perspective should this be considered ok, to everyone else it simply removed the ability to have your site customized outside the box... vB5 "modification-wise" is like the kid on the bicycle in the Ally Bank commercial where she's given a brand new bike but confined to a box of red tape and told she can only ride it within the box - anyone who remembers those commercials knows it was silly and there wasn't much room to move let alone ride - https://www.youtube.com/watch?v=SWo-vDVajns

I think that vbulletin 6 should be a complete rewrite with the same looks as vbulletin 5, but with the features of vbulletin 4 and more

Since we are now officially off the rails, we used facebook as a forum for 3 months before I couldn't handle it anymore and started a forum. Forums are for discussions, facebook is for bragging, worthless banter, and making Mark Zukerberg filthy rich. I shouldn't complain though, I got six new members yesterday from a link to my site on Facebook.:D:up:.

Back on the rails: There will always be a demand for forum software. The software will evolve. There may be changes in staff, developers, and users, but major changes in software is sometimes necessary OR not but the people in charge have the right to do whatever they want with it for whatever reason they want. As with any for profit business, it's all about the money, and in the end, that's all that matters.

Why would they ? Jira is not a forum. Developers wont generally comment in a Jira unless they are working on it.

There have been several statements, all pretty much along the same lines.
The chances of php hooks being added (back) are very slim, there isnt much point in giving false hope.
