To answer the original question.... Spam IS bad, and google doesn't "allow" it.

It gets through the registration process of gmail the same way it gets on any other site - automated bots that can bypass human verification such as captcha. XRumer comes to mind.

I guess I just find it ironic that a lot of spam email addresses are from Gmail

If so there shouldn't be any successful autospam registrations.... Unless of course you lowered the time setting? I keep mine at 25 seconds.
