They seem to be a fact because if you look at the attachments, it shows up in German, and the name of the .zip file looks half-English, half-German.

For now I would say unless you have TMS it would be best to skip on this modifcation if you dont speak german.

This is due to several template modifications which are in german.

As far as I scrolled through the xmls, it´s a German-phrased modification. Unfortunately unusable for me, although I´m a German. My forum is an English-based one.

Doesn't have vbulletin a phrase system where phrases can be translated easily into several languages?

Yes, it does, but imagine the work trying to understand what everything meant. Because the variable phrase names are also in German.
