I'm asking for Maximum Stored Messages, not the total characters.

And you do have it turned on in vboptions > private messaging options ?

No, I was hoping we didn't have to turn it on for the whole membership. Is that possible?

Turn it on. Then set Maximum Stored Messages to 0 for the usergroups you don't want to use it.
