I made some changed.

1. Fixed phrase for Leaf Cup
2. Added the inspectors below the table of courses on mkwrecords.php

Read the "Upgrade Instructions.txt" file.

Is there anyway to disable PM's telling users their record has been approved?

You may like the update.

1.3.1 - If an user submits a time for a track that has less than ten times trials submitted already he or she will not receive a private message if their time is approved.

It seems as is it is not working keeps Stating that the page "mkwrecords.php" is "Currently Disabled"....

Can anyone help? :)

Go to vBulletin Options -> MKW TT Records and enable MKW TT. You'll also need to add an inspector.
