When I download this and try to open it I get an error saying something like -

Okay, well have you tried using WinRar or 7Zip? I don't have a problem downloading it.

For no. 1: You just have to install it, don't you? or are you talking about a portal such as vBAdvanced?
For no. 2: I cannot guarantee that my skins will work alongside every hack, I will install the chatbox evo on my testboard to see what I can do though, but it is more likely to do with the code of the chatbox.
For no. 3: I just visited your site and it looks like not all the images are uploaded, or that they are not uploaded to the right place. try putting the simpleblue images folder at: (http://sukcur.com/forums/simpleblue)

No, I've been downloading it from my browser (tried both Chrome and IE) and I get the error I posted above when I try to open the zipped folder. When I try to "Extract All" I get a message telling me that there are no files to extract.
