That means that you need to ADD a new template to your on-use Style (skin)

How do you do that?.

Goto AdminControl Panel ->Styles and Templates->Style Manager
Identify your on-use style, open drop down menu and select ADD NEW TEMPLATE,after that just clic on GO button.

Now write a title for your template and copy+paste the code on the big text area.

Right, for that first part, you just create a new template in the Style Manager.

But for this part, that's a bit more advanced. You need to know a little PHP coding. You create a plugin in the same place you would ordinarily upload a plugin. Do a search in the Articles section for "plugin" or "plugins" and you'll find some good articles explaining what the hooks mean and why you use them.

We have just moved to a new server and everything is up and running! The only thing that isnt working are the mods we had running on the old server. None of the Mods work... Everything looks the same, the mods are showing up in the Admin CP and I just cant figure out why this should be! Anyone have any ideas?

That probably something you should ask in the vB3 section, as it's related to migration and not fresh installation of modifications.

to change hacks setting I should go to Go to admin cp, then vBulletin Options -> specific hack setting
right?
sorry for noob question, vb option means right column in admin cp, right?
I can't find hacks link in there :(
please help me

I don't know if you got your question answered already, since your post was in June, but vBulletin Options is a menu located in the right column. And yes, sometimes modification settings are located there, and sometimes they have their own separate menu in the right hand column. Occasionally, the controls will be on an entirely different page and not in your Admin CP. This is all dependent on what the author of the modification wanted. Generally, simple modifications will only have a handful of settings, and only require the installation step of importing an XML file, will have just vB Options settings.
