As I said above, I can't think of a solution for that, but I don't think the problem is unsolvable.
A quick idea that just popped into my head would be a voting system that every hack would have by default, and coders would vote whether it should go to the other category. Perhaps something like the "petition to change bug status to..." on project tools, only it would be "petition to change mod category to...".
Or perhaps the separation could be done the other way around, to have a category for "best hacks" and every mod after a number of votes (or rating-based) would be automatically moved to that category. Probably these aren't good ideas, I'm sure there are better ways to do this...
I guess though if it only bothers me, I'll just sit quietly in my corner... :o
