It looks like you may want to start shopping around for a new host that is prepared to help you with this sort of attack. You probably need to move to a big well-known company that is more prepared to deal with this sort of thing. It is not a vbulletin issue - it is a server/server host issue.

Why do you want vb to implement this though? It seems to be better run as a server script, not one that vb adds to their application.

can u please tell me which script you r using so i can buy it.... b/c i really need it...

but it would have been nice to get this hammering script combined with vb like php did.
i would have used php but they don't have that many great mod for forums like vb does.
