No, don't delete the table. You could cause all sorts of problems if you do that since information about the file is still stored in there. You may optimize/repair the table and that will make the table smaller now that you have 'emptied' it.

Once you moved your attachments out of the database, make sure you do not forget to backup the directories in which you are storing them now. Only a backup of your database is not enough anymore.

Just out of curiosity what is the largest file size that vB can handle? I'm creating an internal site for our company and some of the training material is 2 to 10GB? What direction should I take? Any advice?

There is no real hard limit in vBulletin. The limits are mostly set by the server configuration.
