Nope men,
My board for examples a Lottery Forum and when the users post a Lotto prevision need some rules.
Short example: in the title need the data, hours and some other thing otherwise the thread can't be moderated.
For the discussion forum need other rules, for the winner forum need other rules ecc...
I hope I have explained good what I want to say.

Masiello has a point thou, It would be a good idea to have different rules for different forums with out going the way of Announcement's ....
