Which of these does it affect?
  1. Time Limit on Editing of Thread Title
  2. Time Limit on Adding a Poll to a Thread
  3. Time Limit on Editing of Posts
  4. Time to Wait Before Starting to Display 'Edited by...'

Had to remove it b/c I need it to affect #1 and #3 but it looks like it only does #3.
