Well, it isn't exactly one query, it's two queries given that admin is banned too - but see the post, I updated it.
I could combine the two queries into one, but it isn't worth it.

i am in the admin cp.. how do you remove the ip ban?

it blocks everything..

they have also deleted ALL forums

Yes, restore from a backup.
