How are you getting this number? Its saying 13 new yet, when I click the admincp new reg link it only shows me 8 for todays date.

It could be that the admin panel is showing since midnight and not the last 24 hours. What you see is who's registered since 24 hours ago.

There is no registered since 24 hours ago. This is all there is in the admincp,

List Visitors in the Last 24 Hours
List New Registrations

I "Include empty results" checked? The query for this does work for the last day.
