hmm, I tried to view my forum as a Guest but i can't see the notices. Any idea?

I have that code in my navbar, and I'm not upgrading. I have also reverted my forum home template.

Ah I misunderstood you. Yes I have upgraded to 3.7.1 and have reverted my templates.

So to confirm, the rules show up in the notices manager, the code is in your templates and when you view your site as a guest nothing shows up?
