I assume this is where it finds out if a person is a guest or not, but how would I add other usergroups to this as well as guests?

Actually, that code just checks to see if the feature should be activated or not.

You can modify what groups see what messages in the welcome_headrs template.

I think it really does improve registration rates
Ive been using it for quite some time now. Does seem to attract them
I also have a yellow bar at the top, but this one gives the description

Welcome headers doesn't lock anyone out of anything, that's not what it's intended for.
