We recommend to check the url you are trying to connect platform through to ensure it is accessible. 403 is forbidden.

Unfortunately this feature wouldn't start working out of the box.

Both WordPress and vB URL's are accessible. Still getting the error message.

The plug-in is telling me to use this URL.

Right. We actually faced the similar issue with other guys too, where the reason was in their hosting provider. There was a configuration blocked internal requests and they had to change their hosting environment. So, that's not really a software issue and we recommend to figure this out with your hosting provider.

Briefly telling the plugin installed on vBulletin side actually opens CURL connection to WordPress platform and gets response error code 403 Forbidden. From other side vBSSO WordPress url/page is accessible outside if somebody opens it in a browser as usual, thus something blocks the requests initiated by CURL PHP library to host where WordPress is installed. You might like explaining this to your hosting provider, so, let them take a look at source code or give me access to your environment(if it's possible) to test this out on a quick sample and show this to your hosting provider then.
