When you change mail address Usergroup must be change to Awaiting group.Still not working.

Hmm, i dont understand... I install fresh vB and write new database (on lacalhost), and i see again error forum page:(
With what version MySQL works hack? I have 4.1.
Or maybe i dont enable any module in php? Pls, help me.
