It works on 4.1.10, at least with it's basic functionality, I haven't gotten deeper yet. But it doesn't show properly here:

i have same problem and i have do
-forum manager and saving the display.
Maintenance > Update Counters > Rebuild Thread Information

hmm excluded forum ? where i can find it ? and that message not shown at admin usergroup so it only shown to other usergroup

Note - I've noticed that it only happens if a user logs out or comes to the site and does not have cached login credentials. Once they log-in everything appears to be ok.

At the end of list of excluded forums you have extra comma which produces error:
...27,26,117,).

It should not be there. Try rebuilding Forum Information.
