Using 3.6.4 and keep getting invalid file error when importing xml?

Your user ID is listed as superadmin in the config file, and it still says that you do not have permission to use it?

How can I make this so only users with the specific user IDs can read PMs? I have many super administrators and I don't really want them to notice about this hack completely.
