Sorry for this question but is this style like any vBulletin style or it goes with a special version of Vbulletin? Like only VBSEO version... I mean can I install it on say vb.3.6.8 or not?

No, styles don't really have anything to do with SEO. This is just one they used to make exclusively for vBSEO users and decided to release it to the public for free.
