One of my users disable it and now he can not re enable it .
I did it also and I can not find any way to re enable it .
How Can I Do It ?

just go to this link

Or just click on the "Quick Links" drop down menu and click on "Enable Top Statistics"

If you look very closely at the screen shot I've provided you can see the drop down arrow between the "y" and the "s" (in the word days)
