Another thing would be a global limit on the size of the download folder. Once you have XXXmb of files uploaded to that directory it disables uploading of new files.

You should. Hrm. Are you logged in? What do you see at the top of the page? You should see a navigation panel and there is an add button on that.

go to usergroup settings and enable it for your usergroup.

YOu must be logged in. You cannot download or upload files if you arent logged in.

It will be very easy. No code changes will be required. Just an install script (complete) and reuploading files.
