I don't let the members to use urls in their signatures but the pics and flash files urls.

How can i apply add rel="nofollow" to all signatures?

Should i Set Minimum Post Length (# of Words) to 0?

rel="nofollow" attribute is applied to <a> tag only (it's not used with <img> or <object> tags).
