Is your actual Forum url set to yoursite.com/forums? Do you have anything entered into the Forum Component URL textarea?

Try disabling your modifications/plugins and see if you still have this...

If you buy a new license it is a VB5 Connect license, you can download VB4 Suite if you prefer but it is the suite, not the forum only version. There is no way to get the forum only version of VB 4.x...
