vb version of 3.5.1 i have a problem

i upgrade 3.5.0 to 3.5.1 after it only i can give reputation to the others
if my users give reputation, there is error about users permissons but the options are ready?

when we click on the reputaion button, pop up window dont open. only admins use it. and if users click reputation button there is a user permiisons error
