I remember a hack back in 3.0.8 that I had used. I'll explain it bellow. Is it possible for someoen to make either a plugin or module to do it.

When a user registers he has x days(let us pick days if possible) to activiate his account. On the x day(let us pick days if possible) , an email is sent reminding the user to activate the account. If the user still fails to activate the account his account is then deleted on the x day. (let us pick days if possible)
