Quick Reply disappeared

After upgrading from 3.0.7 to 3.5.0 my quick reply box has disappeared. I have looked in the ACP, but can tfind an option there. I have also looked around to see if it was a hack, but found nothing. Any suggestions?

Admin CP -> vBulletin Options -> Message Posting and Editing Options.

The first setting is for quick reply. Click it to yes, and see if it fixed it.

I tried that. My quick reply was set to " no click required". I switched it to "click required". Still nothing. Then I switched it to "disabled" then back to "no-click". It doesnt matter much to me, but thats the first things my members noticed after the update, so I would like to fix it. Any more suggestions? I also went through the forum and thread manager and made sure quick reply was checked for the induvidual forums as well.
