How would I create a skin for my forum?

My current sites look is getting a bit stale, and was wondering how one would go about customizing the whole look of the site. Is this all done through the Styles and Templates area of the ACP? Or are there tools you use to build a skin? I'm looking at things that places like vbstyles.com does.

It's essentially all done through the ACP. Editing of the colours occurs there and well as the changing of the templates, all under "Styles and Templates" in your ACP.
