How do I get my forums to look like this?

It's gamerseuphoria as of September 2004 as archived by web.archive.org. What I'm trying to do is get my forums to display multiple categories within the same row with a category image like his.
Anybody know how this was done? I've seen a couple other forums doing this but his is the only one I can remember.
