Looks like you are missing some phrases.

That looks like what was happening when I installed the Users Custom Page. I think that was corrected by going to the phrase manager and opening a phrase and saving it.

im thinking it might be usergroup settings for my advanced warning system... but what do I do to make them show up, how do I find the phrases im lookin for

It would help if we knew which hack this was for.

search in phrases for 'Warn' and then edit and save one without changing anything. If that doesn't do it then it is possible that the phrases haven't installed.
