How do you change the option to where you set how many posts a user can make in a certain period of time?

I can't seem to find it in my Admin CP.

I can't seem to find it in my Admin CP.

ACP-> vbulletin options (is at top)-> Message Posting and Editing Options -> Minimum Time Between Posts
