Any Image effects??

I was wondering if there are any image effects? Java or what? Im just making a new page/template and loading a picture via a link and was wondering if there are any effects that could add a function to it such as it loads the image faded then when you put the mouse over it and it unfades?

Or any other basic effects for images?
