Forum + BackUp

I have a backup from my old vBulletin forum. Now my buddy won't give me admin acess so I took my liceanse and bought my own hosting and he closed his forums. I only have this backup file how can i upload it on my new forum to get it to be like the old form?

Backup file + New Forum = Old Forum? k How?
