Plugin manager? RC?

I'm browsing through hacks, but to my dissapointment..
I can't find any "Plugin" section in my admin cp panel, and what is vBulletin RC version?
Is it some special edition or something? -_-

How do i uppgrade to 3.5.0? Do i have to buy a complete new forum? :ermm:
(even though I haven't had my forum for a year yet and get free upgrades...?)
