What does this do if the phrases / templates you include in a product upload already exist. i.e. does it ignore your new ones, replace the existing ones, or create duplicates (and what effect would duplicates have ?)

I believe there is an upload option, where the user decides if they are overridden - if not, I dont think they actually get replaced or duplicated.
