How do i make a moderator of all forums

Make them a Super Moderator.

What screen do i do this on, tried it in the forum manager and it still ony makes him a mod of a single forum. ?

It is a Usergroup setting. Easiest is to just move them to the primary (or add secondary) Usergroup Super Moderators
