toobusy messege on windows server ?

my forum has stop working giving a toobusy messege to all the vistor and the members
only the admin can view it

this problem is since yesterday until now

what is the problem and how can i solve it ?

That's cool as Windows doesn't have /proc/loadavg :D

Check your global.php.
