Allowing custom avatars and changing PM's allowed

For both of these questions I looked in the admin CP but couldn't find anything.

How do I allow members to upload their own custom avatars?

How do I change the size of the private messaging mailbox?

Nevermind...I see they're all in the usergroups options.
