Better shout prevention

Right now when someone shouts you get this...
I Am Shouting
It's almost as annoying. Would be better if only the first word was capitalized.

Also, do a check of percentage of words in all caps. If its over 20% or something, make the entire post lowercase.

What if I typed:
"Hi, my name is Brinnie!"

How it go "Hi, my name is brinnie!"
