Hello,

How would I set my forum so that moderators can only ban/put people in a special group for 3 weeks ONLY.

No need to paste it, just upload it from the Plugin Manager.

Just import the XML File (ACP-> Plugin System->Upload/Download Plugins).
Please note that this requires vBulletin 3.5 RC1 to work.

It now allows moderators to ban for ONLY 3weeks. anything lower/higher it says you are unauthorides
