Need help understanding how Scheduled Tasks work

When I look at the log of it, it says:

Daily Digests Sent
Weekly Digests Sent

How do users either subscribe to these or unsubscribe? I don't see any options in any of the settings on the user end.

As admin, I'm not receiving anything and I would like to see what the system is sending out, but how do I do signup for these or tell people these lists even exist and how they can subscribe to them?

When anyone subscribes to a thread, they have a choice on instant, daily or weekly e-mail notifications (or none of course). That's simply the jobs that sends the daily and weekly ones out.

So there is no built in community "newsletter" to 3.0.7? From the sound of "digest" I thought it was a daily and weekly newsletter. It's not?
