Set "Forum is Collapsed" in AdminCP

I would like to see this hack for my Archive, forums I keep but are locked due to inactivity. I want the Archive cat to be collapsed on forumhome by default.

You could probably do this with a template conditional. The reason I advise that instead of an admincp solution is that modding the admincp still requires file mods, which can be a pain with jelsoft updating the code so frequently.
