Thanks, another question:

PS Sorry if this sounds like a not nice answer, but you could at least look before you ask 2 questions like this in a row.

What's not to find, they're in plain sight :)

You can also search the vBulletin manual (http://www.vbulletin.com/docs/html), the entries generally say were the specific function can be found.

the plug-ins are only available in vB 3.5, it seems you are using 3.0.7 or older

It's in the left Navigation Frame, almost at the Bottom - see attached Screenshot.
If you this Navgroup isn't there you don't have enough Permissions => ACP / Usergroups / Administrator Permissions - or you are not using vBulletin 3.5

Then....why are you posting in the "vB3.5 Modification Questions" section?

Because we bought 3.0.5, just it says 3.0.7 for some reason...

I guess you updated to 3.0.7 then.
Anyway, 3.0.5 is (of course) not the same 3.5.0 (currently Beta 3).
The 3.0.x-Series of vBulletin does not support Plugins.

Check the vB 3 Hacks section. If there is a Plugin for vB 3.5 there surely is also a Hack for vB 3
