Time converter?

I honestly do not know what kind of change I am requestion. When you set your time zone it shows you time stamps on that post appropriately. I frequently have chat events that I advertise on my boards. Is there a vb code or other modification that I can invoke that allows people to see the time in the time zone they have set for the boards?
