The style: Test

How do I change the width of every thing to 704? Its all messed up.

1 code it properly, 2 AdminCP > Styles & Templates > Style manager > Main Table Width : 704

Changing that only changes the main table, like the forums, doesnt change anything else, like the navbar.

Thats because everything SHOULD be inclsed between two tags

$spacer_open needs to be bottom of your header template and at the top of your footer, at the very least
